it is necessary to explain to them the intentions of the Government that there should be the power to compel their attendance. Experience has already shown on several occasions that a mere invitation, however often repeated, is not sufficient owing to groundless suspicions to induce them to attend, even when it would be to their obvious advantage to do so and when every facility has been made for the short journey necessary.
3. So soon as the Chinese recognise that their attendance is to their own advantage and may be legally compelled, it is anticipated that they will no longer show unwillingness to perform a duty beneficial to themselves,
